On 26 April 2009, Chen Yunlin, Head of the Association for Relations Across the Taiwan Strait, and Chiang Pin-kun, Head of the Straits Exchange Foundation met for the third time to enter a new agreement between the Taiwan Strait in Nanjing. This deal included an increase in the frequency of direct flights, to allow mainland investment in Taiwan, to permit cooperation in criminal investigations, and to permit banks to open branches in each other’s territory, according to the Chinese media. Furthermore, the World Health Organization (WHO), by the end of April, invited Taiwan to participate in meetings in May because Beijing began to allow Taiwan to join international organizations by using the name “Chinese Taipei.”
