Hugh Cortazzi, a former ambassador to Japan (1980-1984), published his article (“Shifting Balances of Power”) in the Japan Times (11 September 2009).  “The new Japanese government will be able to enhance Japan’s world interests only by ensuring that Japan is represented effectively abroad. This requires the appointment of ambassadors willing and able to join in international debates on equal terms with others. It also means that Japan should try hard to find more articulate and able English-speaking officials to serve in international organizations.” No one in Japan will have a problem with the statement of Ambassador Hugh. However, the Japanese bureaucrats have dominated Japan for more than a half century. Can Hatoyama find “more articulate and able English-speaking officials” in Japan? Hatoyama does not have “time” to educate “more articulate and able English-speaking officials” in Japan because he needs to show result within four years. To have “more articulate and able English-speaking officials” requires “time,” and takes at least one or/and two generations (meaning about a half century).
