The United States, European countries, and South Korea have already reached open skies agreements, promoting liberalization of their respective civil aviation markets for a while. In the middle of December, Japan finally agreed to liberalize air traffic with the US under open skies accord (Nippon News Network). Japan has one of the worst airports in the world, with only one 4,000-meter runway in Narita Airport which can not accommodate air traffic after 15 o’clock. On the other hand, the Japanese politicians have not allowed Tokyo’s Haneda Airport which will have a fourth runway in next October, to have international flights. Finally, the Hatoyama Administration is trying to make Haneda airport into an international hub airport. Will this open sky make Japan a more internalized nation?
